| SPRINGFIELD (June 23, 2004) On September 11, 2003 the Capital Area Association of REALTORS submitted a White Paper (and subsequent follow-up recommendations dated February 27, 2004) which outlined a series of recommendations to Mayor Davlin intended to streamline and improve the development process in the capital city. Speculation about the contents of this document has stirred quite a debate in recent weeks. |

| The various recommendations outlined in this White Paper were arrived at after a great deal of thought and discussion among various people engaged in the practice of commercial real estate development. Naturally, we feel that these recommendations represent a reasoned approach and merit serious consideration. At the same time, we also realize that there will be some that may not agree with every aspect of this document. |

| This document has served as a starting point in our discussions with Mayor Davlin and nothing more. For the past several weeks we have been working diligently with the Mayor and his administration in an attempt to wade through these detailed recommendations in an effort to arrive at consensus. The zoning recommendations that were recently released by the Mayor’s office signify the first step in this direction and demonstrate that compromise and consensus have dominated this process. |

When this White Paper was prepared it was done so with the full expectation that it would become public at some point. Perhaps the timing of its release could have been better orchestrated. Nonetheless, we hope that the timing of the release will not detract from the solid recommendations contained herein.
